Dan Spiegel leads the CBC network of over 2,000 commercial real estate professionals in markets large and small in North America and around the world. Spiegel oversees the business strategy with the intent to build the strongest network of commercial agents who are leaders in the industry and their communities. Dan previously served in leadership roles at two publicly traded real estate firms as EVP, Operations for Colliers International in the U.S. and in a similar role at Grubb & Ellis Company. Christopher Thornberg is Director of the UC Riverside School of Business Center for Economic Forecasting and Development and an Adjunct Professor at the School. He is also the Founding Partner of Beacon Economics LLC.
An expert in economic and revenue forecasting, regional economics, economic policy, and labor and real estate markets, Dr. Thornberg has consulted for private industry, cities, counties, and public agencies in Los Angeles, San Francisco and the Bay Area, San Diego, the Inland Empire, Seattle, Orange County, Sacramento, Nevada, and other geographies across the nation. Recent and ongoing projects include housing and rent control studies for the California Apartment Association; quarterly regional economic outlooks for the East Bay Economic Development Alliance; a recession recovery plan for the City and County of San Francisco; an annual economic assessment of LA’s city council districts for the Los Angeles Area Chamber of Commerce; an analysis of the local technology industry for the Santa Cruz County Workforce Development Board; and an economic impact study for the 2024 Los Angeles Olympic Games Committee.
Dr. Thornberg became nationally known for forecasting the subprime mortgage market crash that began in 2007, and was one of the few economists on record to predict the global economic recession that followed. Well known for his ability to capture and hold audiences, Dr. Thornberg has presented to hundreds of leading business, government, and nonprofit organizations across the globe including Chevron, The New Yorker, Colliers International, the California Chamber of Commerce, City National Bank, the California State Association of Counties, State Farm Insurance, the City of Los Angeles, the California and Nevada Credit Union League, and the National Steel and Shipbuilding Company, among many others. He has testified before the U.S. Congress House Committee on Financial Services on municipal debt issues, before the California State Assembly Committee on Revenue and Taxation regarding rule changes related to Proposition 13, and before the Los Angeles City Council about proposed changes to local minimum wage laws.

He also serves on the Boards of Directors of both the California Chamber of Commerce and the Los Angeles Area Chamber of Commerce, and is an Executive Member of the Central City Association (Los Angeles) and a member of the California Association for Local Economic Development. Prior to launching Beacon Economics, Dr. Thornberg was a senior economist with UCLA’s Anderson Forecast. He previously taught in the MBA program at UCLA’s Anderson School, in the Rady School of Business at UC San Diego, and at Thammasat University in Bangkok, Thailand. He has also held a faculty position in the economics department at Clemson University.

Doug was appointed as Town Manager in Apple Valley, beginning in January 2018. He previously served as City Manager in Victorville for six and a half years. He has spent most of his career working in the public previously at California State University San Bernardino, the City of San Bernardino, and nine additional years in Victorville. He has a wonderful wife and two daughters, and a son-in-law. On weekends he enjoys outdoor adventures such as camping, hiking, kayaking, and mountain biking. When time allows he enjoys long distance road cycling. He and his family are actively involved with their local church. He has a Bachelor's degree in Psychology and a Master's in Public Administration (MPA). During his career he has consolidated two independent water districts in what was described as a “hostile” takeover. He negotiated the settlement of a claim from General Electric from a potential $122 million cost to a $10 million credit. Doug has been more recently focused on government transparency and has become a nationwide leader in bringing open government technology to the public at large, working with Bloomberg Philanthropies to further the open government movement.

Willie A. Hopkins, Jr. is Barstow’s City Manager. Prior to coming to Barstow, Mr. Hopkins served as the director of Alameda County’s General Services Agency. With extensive experience in the US Army, private sector and local government, he is a seasoned senior manager with a successful track record in managing large capital projects, procurement and other support services. Throughout his career, he has shown a strong commitment to customer service and innovation.
He also served as the Director of the Support Services Agency for Cobb County, Georgia, the Assistant City Manager of Pompano Beach, Florida, and, prior to that, as Director of General Services in Fulton County (Atlanta), Georgia.
Mr. Hopkins has been providing top-tier executive management services to local governments for over 18 years, building on previous management service in the military and corporate worlds. Mr. Hopkins is a graduate of Alcorn State University where he obtained a degree in business administration and was a member of the Reserve Officer Training Corps.
